Welcome to the ESSA 2018 Conference! For more than two decades, this conference has been the singular event that brings together districts from throughout Illinois in order to share information about creative, reliable and replicable classroom and school practices. Libia “Libi” Gil is the chief education officer at the Illinois State Board of Education (ISBE). Dr. Gil’s responsibilities include leading all student support, academic programs, school assistance, and district support services as ISBE embarks on the work to implement the ESSA State Plan for Illinois. She brings deep classroom experience, education system expertise, and passion to ensure that every child has fair access to a high-quality education. She has been a teacher, bilingual resource specialist, desegregation officer, elementary school principal, assistant superintendent for curriculum and instruction, and district superintendent. Recently she served as assistant deputy secretary and director for the Office of English Language Acquisition at the U.S. Department of Education under Secretaries of Education Arne Duncan and John King. Prior to this role, she was vice president for practice at the Collaborative for Academic, Social and Emotional Learning (CASEL) in Chicago. She was also a senior fellow and managing director at the American Institutes for Research (AIR), where she developed and co-led the AIR Center for English Language Learners.
